
Agrilympics Program: Keynote Speaker, Mr. Ricky J. Salpico
To kick off the Agrilympics program with enthusiasm and purpose, a keynote speaker, Mr. Ricky J. Salpico, Food Security Section–STEPHEN Program Coordinator of Passi City, was introduced by Dr. Eric James P. Talagon, OIC Campus Administrator, during the FLP opening ceremony on March 23, 2026, at the Iloilo Science and Technology University Leon Campus covered gym. Mr. Salpico shared a life story that left a lasting impression on everyone present.
Standing behind the lectern, he not only recounted his achievements but also reminisced about the struggles and journey of his humble beginnings.
Born to parents whose primary livelihood was farming and the eighth child among ten siblings, he acknowledged the limited resources they had and the realities of life on the farm. Even during the weekends and the holidays, he had to work in exchange for a meager pay of 15 pesos. Despite the obstacles he encountered along the way, it did not cause him to falter or stop; instead, it fueled his determination to achieve far greater things. He instilled the values his parents had taught him, which later shaped his life today.
He was nominated to join the Young Farmers Training Program (YFTP) in Japan after serving as the 4-H Club President in his barangay, and was chosen to represent Region VI. He was also given an opportunity to work for a year in Japan as a trainee, where he learned advanced agricultural practices. “But beyond skills, I learned something even more valuable—the discipline, efficiency, and strong work ethic of the Japanese people,” he proudly said.
Through the years, he accumulated several national and international awards and victories, and focused on several programs that created long term-impact, such as: Youth Development Initiatives, Communal Gardens as Income-Generating Projects, Tree Planting, and many more.
He served as a public official for years in his locality, and because of his unwavering dedication to help his community’s people, an elementary school was built through his efforts and commitment. An initiative that was ignited because of the struggles he witnessed from the students who had to endure long-distance walks just to earn an education–a situation that once reflected his childhood. “Because I firmly believe that education is the key to uplifting lives, especially in the countryside”, he clearly stated.
Even at the age of 35 years old, he made a bold decision to further his education and enrolled at West Visayas State University – Calinog Campus – Bachelor of Science in Agriculture major in Crop Science. Despite being the oldest among his peers and juggling the responsibilities of leadership, studies, and public service, he never saw them as disadvantages, but rather he used them as his strength, earning himself a degree in agriculture where he graduated as Summa Cum Laude, making history on his campus.
He emphasized to the youth,” Age is not a limitation—it is an advantage, if you use it wisely.” Years later, he also earned his master’s degree, graduating with the highest distinction.
As he concluded his speech, Mr. Salpico left a powerful reminder that his story is not about success—it is about perseverance, faith, and purpose. He emphasized that if you put your heart into what you do, success will come at the perfect time. His story deeply resonated with the listeners and ignited their hopes to pursue their goals with passion, as any dream can be achieved regardless of one’s starting point.
